How do you know which web design agencies are actually top rated and not just good at marketing?

I've been researching web design partners for weeks and I'm exhausted. Every agency website is full of awards, testimonials, and claims about being "top rated." But how do you actually separate the genuinely excellent firms from the ones that just have good PR? I'm looking for partners with real credibility – proven client results, industry recognition that actually means something, and work that stands up to scrutiny. Does anyone have recommendations for agencies that are genuinely considered top tier by people who know the industry, not just by their own marketing departments?
